他說，醫院團體一直反映醫院部門不應在相關醫療支出只有5.4%GNP（國民生產毛額）的基礎時，就貿然推動總額預算。其他國家在7-9%GNP以上時，才會考量實施，德國在13%GNP實施，但因沒有良好的配套而垮台，台灣應引以為鑑。
