（略）健保局實施「卓越計畫」之後，民眾就醫受到限制，醫療提供者面臨斷頭的經營困境。筆者行醫三十年，觀看公保、勞保等制度，並從政催生全民健康保險法，不禁感慨現階段之醫療服務是最卓越，但醫界尊嚴卻遭受前所未有之痛，教醫界如何視病猶親？
